Strategic Brief

Operating evidence, formatted for your office.

Strategic Briefs are tamper-proof operating evidence drawn from the HCBS.AI network, formatted for state Medicaid administrators, federal program officers, and grant evaluators. Cited, dated, sealed. Every claim ties to a specific operational record across twenty-five caregiver agencies.

Who this page is for

Four offices we routinely serve.

State Medicaid administrators

Operating evidence formatted for state Medicaid offices reviewing waiver compliance, rate-setting decisions, or provider network analyses. Briefs include pay-through math, audit-readiness posture, and outcome distributions across the network.

Federal program officers

Evidence for federal HCBS program officers tracking 1915(c) waiver outcomes, 80/20 Rule readiness, or HRSA/CMS innovation pilot evaluation. Aggregated network data plus methodology attestation.

Grant evaluators

Application substrate for Rural Health Transformation Program, RWJF, Kresge, Sorenson Impact, and other foundation and federal funders evaluating HCBS infrastructure investments. Briefs ship with the cited evidence the application needs.

Policy researchers

Anonymized network data for academic and policy researchers studying HCBS provider operating models, 80/20 Rule implementation, or rate-adequacy analyses. Available under research-use license.

What's inside

Four standard sections. Customized per request.

Operating evidence

Service notes, plan-of-care updates, audit-defense citations, regulatory updates absorbed. Each item ties to a specific date, a specific operator action, and the seal in the audit-trail record.

Pay-through documentation

80/20 Rule readiness math, agency by agency, sealed to date. Direct-care compensation percentage versus federal threshold, presented in the form your office uses.

Outcome metrics

Caregiver tenure, audit pass rate, client retention, NOI distribution across the network. Aggregated where appropriate, agency-specific where requested and authorized.

Cited citations

Every claim ties to the specific state regulation, federal rule, or operating record entry that backs it up. Footnoted in the format your office expects.

How we source the evidence

Every line traces to a sealed record.

Each agency in the network operates on the same tamper-proof operating substrate. Every operational event (a service note, a plan-of-care update, a regulatory absorption, a pay-through entry) is recorded with a cryptographic seal at the moment it occurs. Briefs are generated against those sealed records. Methodology attestation, including data lineage and seal verification instructions, ships with every brief.

Aggregation rules respect operator and client confidentiality. Agency-specific data is included only with explicit operator authorization. Client-level data is anonymized at the source. Briefs that reference a specific operator name a specific operator with permission, in writing, on file.
